Potential Bond Projects and Expenditures
This November, voters in Maricopa County will be asked to vote on Proposition 409 – a $898 million bond to allow Valleywise Health to expand behavioral health services, increase inpatient and emergency room capacity, rebuild and expand community health centers to enhance physician training, build a replacement comprehensive health center, and make other infrastructure improvements.

Behavioral Health — $220,000,000
Replace the Behavioral Health hospital built in 1978 with a new larger facility with more capacity. Maricopa County’s rapid population growth is driving a surge in demand for behavioral health services. To meet this need, Valleywise must modernize its main campus with facilities designed for comprehensive, compassionate care.

Outpatient Health Facilities — $500,510,000
Prop 409 will fund the rebuilding of aging neighborhood clinics, upgrade medical teaching facilities, and replace the outpatient specialty care clinic. It will also add a new outpatient surgery center—bringing high-quality, accessible care closer to home for more Maricopa County residents.

Inpatient Hospital Expansion — $176,870,500
Valleywise Health has already reached inpatient volumes projected for 2028 — years ahead of schedule. The planned inpatient hospital expansion, including building out 10th floor, additional observation beds will add capacity in the Emergency Department and support other improvements to the main hospital campus.
